THE WINNERS OF THE 2011 ANNUAL FUNDSFORWRITERS ESSAY CONTEST
Almost 400 entrants this year. Phenomenal! And the quality of
the pieces keeps going up, making selection so much more difficult.
As has been the norm for the past five years, the entry fee
category numbers doubled the size of the non-entry fee essays
submitted. Just a fantastic showing by FundsforWriters readers.
Little did I know that choosing the theme DILIGENCE would bring
out the heart and soul of so mnay people. I read amazing stories

I received notice that I had been named 3rd place winner
in the 80th Annual Writer's Digest Awards in the INSPIRATIONAL
WRITING category. My title was "Lighting Your Spiritual
Passion" and I entered the chapter from my book manuscript
that bears this title, and has been rejected by over 40
publishers. This burst of HOPE reminded me of you, and your
name which infuses HOPE into all of us every week as we scour
through your wonderfully clear, concise and encouraging
information. I entered because of YOU and your weekly email.
Also -
This past summer, I saw your listing for Crater Lake National
Park Residency, through the National Park Service. I spent
two hours putting together the application packet right before
the deadline of July 15. I was chosen and had 17 days of
glorious time in a beautiful stone cottage near the Visitors'
Center at Crater Lake National Park in September.

Government Contracting for Writers

The United States Federal Government are consumers of written
communications materials. Everyday offices like Department of
Motor Vehicles, Military offices, Small Business Administration,
General Services Administration, Department of Energy, Department
of Labor and Department of Transportation all rely on freelance
writers and small private companies to design and write information
for communications materials.
Without the services of private businesses and freelance writers,
government agencies would be forced to handle their own written
communications needs. This could prove timely and expensive when
you stop to consider the number of government agencies that make
up America's landscape.
Last year, over 30,000 US government agencies outsourced writing
projects to private communications companies and individual
freelance writers. Outsourcing of government business opportunities
were once limited to companies only. Now, savvy freelance writers
in the know about Government contracting have the opportunity to
profit by bidding and making proposals on Government contracts.
The Federal Government spends $15 billion a year on outsourcing
written communications projects. This spending has provided
individuals and private companies with many opportunities to
increase their bottom line profits.
Like many public and private companies, the federal government is
service and training oriented, so written communications materials
is needed for day to day operations.
Communications materials needed include reports, manuals, training
programs, audiovisual scripts, lecture notes, speeches, brochures,
articles, newsletters, technical manuals, books and pamphlets. In
one example, I worked on a research pilot program where we secured
funding from Substance Abuse Mental Health Services Administration
or SAMHSA to create volunteer program manuals.
Government agencies are typically regimented in their operations
and have the financial resources to satisfy their written
communications needs. It is not uncommon for a pamphlet to be
written by a freelance writer and have the order be completed
with the writer also printing or outsourcing a print job of
100,000 copies or more.
In another example, I was given Federal Government contract dollars
to research and assemble a community directory for a dual diagnosis
treatment program funded by Substance Abuse Mental Health Services
Administration. The manuals were used to supplement services for
Federal Government clients.
Getting involved in this multi-billion dollar market is not as
difficult as it used to be. Two ways to get involved are to bid
on contracts at FedBizOpps formerly known as Commerce Business
Daily or CBD government contracting website, or by contacting
individual agencies. You must register, free, and follow their
application processes. The internet has made bidding on government
contracts faster.
Use FedBizOpps
FedBizOpps https://www.fbo.gov/ has been around for decades.
Originally found only in print it cost around $200. Now, it
can be conveniently accessed via the internet, free. Prior to
landing on the internet bidding opportunities were limited to
small businesses.
FedBizOpps publishes hundreds of outsourcing opportunities for
the government. On the website you can create custom searches to
find out what opportunities are available. Once you find an
opportunity that interests you simply apply for it. The application
process involves largely finding out if you can complete the
project they need completed according to deadline.

The number of US government offices is huge. They need many
types of communications, therefore, bid and proposal
opportunities are posted daily.
Contact government offices
Cold call government offices in your city. If you know people
that work in government offices you might ask them to make an
introduction for you. Otherwise, ask to speak with the
communications director or office of procurement. Ask what the
next step to take is to bid on government contracts. Have your
writing samples available.
